SharePoint Config Wizard fails with "SPUpgradeException: One or more types failed to load."

These things don't appear connected, but I was unable to run the SharePoint Products and Technologies Configuration Wizard while setting up Project Server 2007 on a test server. 

The configuration failed with this message:

The fix was to uninstall Microsoft Office Professional Plus 2010, which I had from previous testing.  Who knew?
