You can create hybrid deployments of Azure RemoteApp collections to use your on-premises directory to grant access to your published apps.
However, if you are not yet ready to deploy a VPN connection from on-premises for your RemoteApp testing; you can deploy your test environment in Azure and use a VNet-to-VNet connection to create the hybrid RemoteApp deployment.
