I am in Geneva and presenting today on trends, innovation and ICT professionalism at WSIS; all part of the workshop, “Partnering for Success: Creativity and Professionalism in Delivering Trustworthy ICT”, from IFIP IP3.
In making the case for ICT professionalism and as noted by Brenda Aynsley OAM, ACS Fellow, CP Chair IFIP IP3:
Money for development is scarce, ICT projects are known for their failures, some spectacularly so. One report noted that from 10 case studies of large government ICT Enabled projects all were over budget by 200%, were late and failed to deliver the benefits that were attributed to them at the start. That report suggested the reasons for these failures were related to lack of proper skills in Leadership, Accountability and Governance, Planning, Funding, Probity and Procurement and Project Management.
This is particularly important with increasing government ICT usage with e-government programs. This was accentuated by audience participant ZERDE chairman Bikesh Kurmangaliyeva, talking about advanced and extensive ICT usage led by government. I should note that ZERDE governs all ICT-related initiatives in Kazakhstan, placing the country second in an area of United Nations e-Government rankings and first in business applications from ITU.
Moira de Roche IITPSA Fellow and Board Director IFIP IP3, provided convincing arguments for developing global partnerships to deliver the gold standard of professionalism, which is IFIP IP3.
In addition, from the session, here is a matrix to provide a framework for developing innovation and understanding the impact of disruptive innovation. Many organizations think of innovation as involving products and services only however it can span many areas.
When creating innovation in your organization, your planning has to embrace innovation as possible in every or any square in this matrix and not just those shaded in Yellow. The Internet (disruptive innovation) appears as 8, the original iPhone as 4, and a smartphone upgrade as 2.

Ten years after the UN World Summit on the Information Society (WSIS), participants from government, civil society, the private sector and international organizations are meeting in Geneva to identify emerging trends, fresh priorities and innovations for advancing the ‘ICT for development’ agenda, while strengthening the impact of ICTs as an enabler of sustainable development.
Hosted by ITU together with co-organizers UNESCO, UNCTAD and UNDP in close collaboration with the UN and sister agencies including WIPO, UNDESA, FAO, UNEP, WHO, ILO, WMO, ITC, UPU, UN Women, WFP, UNODC and the UN Regional Commission, the WSIS Forum 2015 event (25-29 May) is the world’s largest annual gathering of the ‘ICT4D’ community.
